If you can't log in to your LA Wallet account, create a new account with your new email then attempt to add your license/ID to it. A pop up message will confirm your license or ID is already linked to an account. Tap the Start Verification button under the message to start the verification and unlinking process. Once you are verified, your license/ID will be linked to your new account.
